The original Right to Buy scheme was introduced in 1980 and gave many tenants the right to buy the properties they were renting. Since then the Right To Buy scheme has helped over 1.6 million people own their own homes. It is aimed at long term public tenants, and provides them the opportunity to buy with a generous discount which increases the longer they have lived there.

Under the Government’s Right To Buy scheme, you may be entitled to buy your council house at a price much lower than its market value and could benefit from the discounts available. If you are eligible to buy your council house you can get a maximum discount ranging from £16,000 to £38,000, depending on where you live and how long you have lived there. Some people can save up to 70% off the cost of their home.

The Right to Buy scheme is available to secure tenants of local authorities or Registered Social Landlords. To have the Right To Buy your council house or flat you must have lived there as a tenant for over 5 years, unless you moved in before 18th January 2005. You may also be able to purchase your home jointly with family members living with you or with someone who is a joint tenant with you.

There are exceptions and you may not be eligible to buy if you have a possession order, eviction order or bankruptcy petition against you. Neither can you buy your home if you have arrears of rent, council tax or water charges, or other amounts owing as a result of your current or previous tenancy. Other exceptions include if you live in shared housing or if your home is specially designed or adapted for the needs of the elderly or disabled houses.

Many council tenants are viewing the rising property prices and asking themselves: “Where do I begin to buy my council house?” Firstly, ask for a Right to Buy form (RTB1) from your local housing authority. Complete the form in full and be sure to include any improvements you have made to the property. At this point there are no costs or fees involved.

You will then be informed within 28 days whether you have the Right to Buy. A form called RTB2 will be sent within 8-12 weeks. If you do have the Right to Buy your local housing authority will start the process of getting your house valued and assessing any service charges.

You will then be sent a ‘Section 125 Notice’. This tells you the house value and the discount you are entitled to as well as an estimate of service charges or house improvement costs you may incur within the first 5 years of buying your house. It will also inform you of any structural defects along with the terms and conditions of the sale. From receiving the ‘Section 125 Notice’ you will have 12 weeks to declare if you wish to go ahead with the purchase.

The right to buy scheme was introduced to reward long-term council tenants and encourage them to stay in the area. The idea being that more affluent council tenants would stay in the area they have lived in for some time, diversifying the residential mix. This has resulted in more stable and varied communities which has had a positive effect on the area. Paul, the “mystery man” keeps popping up at the same place Lili is, or coincidentally Lili seems to be at the same place Paul happens to be. At times, this seems more than just a coincidence. This both intrigues Lili and fascinates her with the danger element involved. Eventually Paul and Lili do talk and start to become friends, but keeps Paul at arms length because she is engaged to get married and strictly has a platonic friendship with him. Paul seems to have some genuine concern that she is marrying Sam, which makes her wonder if Paul is not disclosing information about Sam or the Meredith family. Do they have something to hide?

This story will lead the reader on many twists and unexpected turns, which make the plot unpredictable and keeps you turning the pages. Adair Arlen, swiftly transports the reader to places of remote beauty, cosmopolitan charm, and opulent privileged lifestyles that hunger for power, greed and hidden agenda’s.

The House of Tomorrow is an incredibly written romance novel. Adair Arlen writes in such a way that she brings the Meredith family alive to her readers. She also does an excellent job of taking us into the hearts of the main characters. Each of them has a reason for being the way that they are. Sam Meredith’s love for Lili is endless and he tries to protect Lili from some dangerous family secrets, which results in having to make a painful decision. Paul Gregory’s keen investigative skills are at work to help Lili. The reader will gained a better understanding of why Sam Meredith had to make the choices he made. I highly recommend reading The House of Tomorrow. Whether you are on a beach, or curled up at home on a rainy day, this is the perfect book to have in your hands.

House painting can be confusing for many homeowners who are trying to balance between affordability and longevity. Many people struggle with the decision of whether to use a life time warranted paint on the exterior of their home, or a less expensive 25 year warranted paint. I am often asked what I think about their prospective inclusion of life time paint for their house painting project. I usually respond by saying “it depends” followed by a few questions to determine what they want to achieve with their house painting project.

The first thing you need to consider is: what are your expectations from life time paint? Are your expectations realistic?

Paint manufacturers love to sell you on the idea of life time paint. It’s good business for them. It’s certainly easy for you to fall for this seemingly incredible warranty, considering the cost of having your house painted these days, but are you getting what you believe you’re getting.

There are 4 basic reasons you will need to repaint your home.

1. The paint you have now is faded and looks tired and dingy.

2. The caulked joints of your home have separated allowing water enter.

3. There are places where the paint is peeling.

4. You become tired of the old color and want to freshen up your home with new colors.

Let’s take a closer look at these four reasons in relation to life time paint.

The truth is, life time warranted paints fade with exposure to sun light and weather, so if you are expecting it to look fresh 25 years from now, then you have been misled. First, you need to read the warranty of the life time paint. Excessive fading is covered by the warranty. Notice this does not mean “no fading”. It reads the same as a lesser grade paint. Life time warranted paints lose their clarity in color over time. Now your back to the 1st reason you needed to paint to begin with. Yes, it will maintain its fresh look longer than a lesser grade paint, but not a lot longer.

The caulked joints that have separated on your home are not caused from an inferior paint. Caulked joints separate due to expansion and contraction of the materials that constitute your home. Life time warranted paints can’t stop this movement; therefore, reason number 2 will still be in play if you paint with life time warranted paint.

For reason number 3 you have a clear advantage with some life time paints. Some life time paints are up to 70 percent ticker and have a greater ability to stretch. When it comes to peeling substrate, this is important, because a paint that is 70 percent thicker and more flexible will make it much harder for the underlying paint to peel and release. Most warranties do not cover inner layer peeling, however, most life time paints do give a limited warranty against peeling. It is possible that the inner layers of paint are so compromised that the problem extends beyond the capabilities of life time paint. This is especially true if the wood on the house wasn’t primed before the top coat was applied when the house was built.

Check the specification of the paint carefully. Some life time paints are not thicker than 25 year paints, therefore can’t offer the same protection as the thicker life time brands when it comes to peeling.

How many people want to live with the same color on their house for the rest of their life? I’ve never met anyone yet that could say they did, and I have been in this business for over 25 years. The truth is most people like change. Color change is very important for most people.

The strongest reason for using life time paints really may have nothing to do with the points listed above. It may have to do more with the fact you are planning to change the color.

Life time paints can save you money.

If you are planning on changing the colors of your home you may want to consider using the life time warranted paints. They can actually save you money, even though they cost nearly double the price of 25 year paint.

Consider this: If your planning to change colors, you probably will need two coats of paint, which will cost you an extra 60 to 70 percent on average. Often you will be able to cover with one coat using a life time paint because it is a thicker paint. The difference between the cost of using one coat of life time paints and two coats of 25 year paint is going to be between 1,200 and 1,400 dollars. That’s considerable savings.

Most manufacturers of life time warranted paints are counting on the average person moving every 6 to 8 years. The warranty is non transferable. If you do stay in the home long enough and make a claim on the paint, they will prorate any refund on the paint only, but not the labor.

* If the soil is unstable, you need to get a mixture of good sand, pit run and drain rock. Make sure the soil is compacted and levelled before the foundation is laid.

Go Green? What Paint is right for You? What is a good quality Paint? Here is a quick guide to choosing the right paint like a pro!

Before you can choose a paint, you need to ask yourself what do I expect out of this paint? If you are painting your house for the purpose of selling it your paint will not be the same as someone who has three children a messy pet and no intention of moving. There are many questions a paint retailer may ask you when you are buying paint. They may use words you are not familiar with so let’s give you a quick education on some terms and definitions.

Oil and Waterbourne paints: Well without getting to technical, oil based paints dry harder and need mineral spirits to clean up with for the average homeowner it is a real nightmare. Waterbourne paints do not dry as hard (which in many cases is a plus), they clean up with water and are much easier to work with. Oil paints should be regulated for covering unwanted stains.

Let’s talk about Sheen: The easiest way for me to explain sheen is to simply substitute the word sheen with shine or gloss. In most cases the more sheen the more durability/washability the paint has. The scale of sheen usually goes as follows Flat, Matte, Low Sheen/Luster, Eggshell, Satin/Pearl, Semi-gloss, Gloss. Paints with very low sheen tend to hide imperfections in walls; whereas glossier paints tend to reveal imperfections. That is why mostly ceilings are painted flat. Since the ceiling surface rarely gets touched, washability is not a concern and flat paint can help to hide drywall seams. Conversely doors and trim and baseboards get handled regularly so semi-gloss and gloss paints are the norm. What about your walls? Well look at your walls now are they subject to a lot of wear and tear? If you live alone or just don’t have any children or pets, you may enjoy the softness of flat or matte paint. However if you or your kids are “hands on” when it comes to your walls low sheen or eggshell will probably make the most sense. Satins are usually relegated to kitchens and bathrooms. That too is a judgment call.

Green Paints: What is the big deal with “green paints”? Well as a painter for over 15 years I couldn’t wait to switch to “green paints”! Here is the quick rundown. Non eco-friendly paints contain volatile organic compounds or VOC’s these are emitted from the paint as it dries. According to the EPA’s website, some health concerns are as follows “Eye, nose, and throat irritation; headaches, loss of coordination, nausea; damage to liver, kidney, and central nervous system. Some organics can cause cancer in animals; some are suspected or known to cause cancer in humans.” Now you know why I couldn’t wait to make the switch! So even if your not into saving the planet think of yourself and others who may be in the house your painting. The best thing about these “green paints ” is there are lots to choose from, some have No VOCs and some are Low VOCs. Sherwin Williams and Benjamin Moore have products at many different price points I commonly use their contractor grade products Pro Green by Sherwin Williams, and Eco Spec by Benjamin Moore and the performance of these paint surpassed their non eco-friendly predecessors.

Should I shell out for the best? In my years of experience for interior painting a mid-level paint works just fine. I always plan on doing two coats. Even the best paints despite their claims do not cover in one coat, unless the color is the same or very close. I’ve heard of claims of one coat coverage and I always ask the person selling me the paint, “Do you guarantee one coat coverage?” The answer is always, “No.” So my advice to you is if money is no object go ahead and by the top of the line, however if your on a budget you can achieve great results with a mid-level paint and keep that extra money in your pocket.

What about primers? For me primers are used in limited situations if you are painting over new drywall use a drywall primer (or if you are spot priming over spackle or patches). If you are covering an unwanted stain use an oil primer. Surfaces that may have been stained before, like paneling, use an oil primer. In some cases certain colors will require a gray primer to help reduce the number of coats. The reason for that is because the tints/colorants used give paints their color actually thin the paint hence the more colorants needed the more transparent and thinner the paint becomes. If you a just painting to change the color of your room and none of these circumstances pertain to you, you do not need a primer! Two coats of regular paint is all you need. Trust me.

Simple advice for Exterior Paints: if you are painting the exterior of your house ALWAYS buy the top of the line paint! The walls of your bedroom in 20 years will never be exposed to the conditions the exterior painted surfaces of your house will in three weeks. I recommend using a satin for added durability. When it comes to exterior paint you get what you pay for.

Ask Questions Don’t be afraid to ask questions. What do pros do when they aren’t sure what paint to use. They ask paint retailers and other painters. if you have a special problem area or a specialized look you want and don’t know how to get it, ask a paint retailer. Be as specific as you can and give them as much info as possible. Also you may want to do a specific search on the web.

You can now walk into any paint retailer with a sense of confidence! You may need to ask questions about their particular products, but you won’t be wearing that “deer in the headlights” look and nodding your head to anything the salesperson says.
